Question about Mulligan Rules at Singapore Open

Hey everyone, I got a bit confused at the Singapore Open last week when I tried to mulligan in my match. I thought I could keep going until I was happy with my hand, but the judge said I was only allowed one free mulligan. Is that right? I swear last time at Games Haven, they said something different. Can someone clarify this for me? Thanks!
